شناسایی عوامل موثر بر ریسک پروژه های تکنولوژی در شرکت های تابعه وزارت نفت

چکیده
در محیط کسب‌وکار امروز، پدیده‌هایی نظیر جهانی‌شدن، تحولات شتابان تکنولوژیک، مشتری‌گرایی، گسترش اینترنت و تجارت الکترونیک، شدت و پیچیدگی رقابت میان سازمان‌ها را به‌شدت افزایش داده و اجرای پروژه‌های تکنولوژی را با ریسک‌های فزاینده‌ای همراه ساخته است. شناسایی و مدیریت نظام‌مند ریسک، یکی از عوامل کلیدی موفقیت این‌گونه پروژه‌ها و شرط لازم برای دستیابی به اهداف پروژه است. هدف پژوهش حاضر، شناسایی و اولویت‌بندی عوامل موثر بر ریسک پروژه‌های تکنولوژی در شرکت‌های تابعه وزارت نفت ایران، در قالب یک مدل یکپارچه چهاربعدی(ریسک مالی، سازمانی، محیطی و فنی) است. داده‌های پژوهش با استفاده از پرسشنامه و به روش نمونه‌گیری گلوله‌برفی از میان مدیران و کارشناسان 15 شرکت تابعه وزارت نفت گردآوری و بر پایه 118 پرسشنامه معتبر، با تحلیل عاملی اکتشافی و تاییدی و مدل‌یابی معادلات ساختاری تحلیل شد. نتایج نشان داد که هر چهار بعد ریسک بر شکست پروژه‌های تکنولوژی اثر معنی‌دار دارند و از این میان، ریسک مالی موثرترین عامل و ریسک سازمانی کم‌اثرترین عامل شناسایی شدند؛ یافته‌ای که با شواهد پژوهش‌های اخیر در صنعت نفت و انرژی(از جمله Zaripour & Zaripour, 2016؛ Adeleke et al., 2022؛ Bai et al., 2025) هم‌راستا است. این پژوهش با ارائه یک مدل یکپارچه و آزمون هم‌زمان ابعاد چهارگانه ریسک در بستر صنعت نفت ایران، به ادبیات پراکنده حوزه مدیریت ریسک پروژه‌های تکنولوژی غنا می‌بخشد و راهنمای عملی برای اولویت‌بندی اقدامات مدیریت ریسک در اختیار مدیران پروژه قرار می‌دهد.

In today's business environment, forces such as globalization, rapid technological change, customer orientation, the growing use of the Internet, and e-commerce have intensified competition among organizations and exposed technology projects to escalating levels of risk. Systematic risk identification and management is therefore a key success factor for such projects and a necessary condition for achieving project objectives. This study aims to identify and prioritize the factors influencing technology project risk in subsidiary companies of Iran's Ministry of Petroleum through an integrated four-dimensional model of financial, organizational, environmental, and technical risk. Data were collected via a questionnaire survey using snowball sampling from managers and experts across 15 subsidiary companies, and 118 valid responses were analyzed using exploratory and confirmatory factor analysis and structural equation modeling. The results show that all four risk dimensions significantly affect technology project failure, with financial risk emerging as the most influential factor and organizational risk as the least influential, a pattern consistent with recent evidence from the oil and energy sector (e.g., Zaripour & Zaripour, 2016; Adeleke et al., 2022; Bai et al., 2025). By proposing an integrated model and simultaneously testing the four risk dimensions in the context of Iran's oil industry, this study extends the fragmented literature on technology project risk management and offers practical guidance for prioritizing risk management efforts.
